- 1 large yellow onion - finely diced
- 3 cloves garlic - minced
- 2 cups frozen mixed vegetables - 280g (carrots, peas, corn)
- 3 tablespoons all-purpose flour
- 2 cups beef broth - 480ml, low-sodium
- 2 tablespoons tomato paste
- 2 tablespoons Worcestershire sauce
- 1 teaspoon dried thyme
- 1 teaspoon dried rosemary

For the Mashed Potato Topping
- 3 pounds russet potatoes - 1.4kg, peeled and cubed
- 1/2 cup whole milk - 120ml, warmed
- 4 tablespoons butter - 56g, softened
- 1 teaspoon salt - for potatoes
- 1/2 teaspoon black pepper - for potatoes
- 1/2 cup shredded cheddar cheese - 60g, optional for topping

Peel the russet potatoes and cut into 1-inch cubes. Place in a large pot of salted cold water, bring to a boil, and cook for 15-18 minutes until fork-tender. Drain thoroughly and return to the hot pot to evaporate excess moisture.
Add softened butter and warmed milk to the potatoes. Season with salt and pepper, then mash until smooth and creamy using a masher or ricer. Avoid over-mixing. Set aside.
Heat olive oil in a large skillet over medium-high heat. Add ground beef and cook for 8-10 minutes, breaking it up, until browned with no pink remaining. Drain excess fat if needed.
Add diced onion to the beef and cook 4-5 minutes until translucent. Stir in minced garlic for 1 minute, then add frozen mixed vegetables and cook 3-4 minutes until heated through.
Sprinkle flour over the mixture and stir for 2 minutes. Add tomato paste, then gradually stir in beef broth, Worcestershire sauce, thyme, rosemary, salt, and pepper. Simmer 5-7 minutes until gravy thickens.
Preheat oven to 400°F (200°C). Grease a 9x13 inch baking dish. Spread the meat filling evenly in the dish and let cool for 5 minutes. Dollop mashed potatoes on top, spread evenly, and create ridges with a fork. Sprinkle with cheddar cheese if using.
Bake for 25-30 minutes until the potato topping is golden brown and the filling is bubbling. For extra crispiness, broil for the last 2-3 minutes, watching carefully. Remove from oven.
Let the shepherd's pie rest for 10 minutes before serving. This helps the filling set for cleaner slices. Garnish with fresh parsley if desired and scoop generous portions.
